FATF has published new risk indicators for money laundering, terrorist financing and proliferation financing across casinos, gambling and video gaming, drawing on contributions from more than 80 jurisdictions. The project is FATF’s first detailed examination of online and illegal gambling and identifies illegal gambling as one of the sector’s most significant risks, with illicit markets in some jurisdictions rivaling or exceeding legal ones. The indicators cover activity such as using gambling platforms to move money without meaningful play, smurfing, coordinated betting linked to possible competition manipulation, multiple accounts and payment methods under different identities, and complex ownership structures that obscure beneficial ownership. FATF also highlights growing use of e-wallets, mobile money, virtual assets and other cross-border payment channels within increasingly digital gambling ecosystems.
