Alcohol and Gaming Commission of Ontario
The AGCO has issued a $100,000 monetary penalty to NorthStar Gaming (Ontario) Inc. for alleged failures to apply its own AML controls to a high-risk player. NorthStar’s policies required the player to be classified as high risk and undergo enhanced due diligence, including source-of-funds verification, once lifetime deposits reached $25,000, a threshold the player reached in March 2024. The player continued depositing for more than a year, including more than $55,000 in December 2024, with total deposits reaching approximately $189,395 before NorthStar terminated the account in June 2025 following AGCO inquiries. The regulator’s review began after the player was charged in connection with Project Outsource, an investigation targeting alleged extortion, violence and other criminal activity in Ontario’s towing industry. NorthStar may request a hearing before the Licence Appeal Tribunal.
